What it will be like outside, and what the airport is reporting
The first is what it will be like when you walk out. FlyBud reads the destination forecast at your scheduled arrival hour and shows the hours either side of it, with the arrival marked, so a shower that ends twenty minutes after you land is visibly a shower that ends twenty minutes after you land. Rain chance, feels-like temperature, wind and humidity sit underneath, and a line at the bottom says what that combination actually means for stepping outside.
The second is what the airport is doing right now. Airports publish their own observations continuously — visibility, cloud base, wind, and the resulting flight-rule category. FlyBud translates those into plain words, because IFR is not information to most people but "low cloud, aircraft are on instruments, expect slower arrivals" is. If the airport has a declared delay programme running, that appears too.

How is this different from a weather app?
A weather app answers about a place and a day. This answers about the hour your flight lands, updates when your arrival time moves, and adds what the airport itself is reporting — which is the part that tells you whether arrivals are being slowed down.
Does the forecast move when my flight is delayed?
Yes. The arrival hour is taken from the live arrival estimate, so a delay shifts the forecast with it.
What does the flight-rule category mean?
It is a summary of visibility and cloud base: good visual conditions at one end, low cloud and instrument approaches at the other. It does not mean anything is unsafe — it is routine — but it is a decent predictor of whether arrivals into that airport are running slowly.
